What Does a Fuel Pump Relay Do?

The model is not important, but its a 95 ford probe gt 2.5 v6. When I turn the key to on the fuel pump does not run. I get 45 psi when I crank the engine. It starts and then dies right away. If I jump the fuel pump relay through the data link controller I can hear the pump run and the car starts, while stammering very very hard. I guess my question is does the relay turn the pump on and off to regulate the fuel?

Suggestion:

no is your answer. explanation. all though the relay does turn to pump on here's the way the system works. you turn on the key. the computer turns the relay on (turning on the fuel pump) for a ten second prime at the most. then turns it off. until the computer see's a rpm signal. the computer want to see if the engine is turning before it turns the fuel pump back on. its a safety program feature just in case of an over turned vehicle the fuel pump does not stay engaged burning you alive if there is a fire. the way pressure is controlled is with a fuel pressure regulator on the fuel rail. its basically a valve on a vacuum diaphragm. when you step on the gas. less vacuum the valve closes more increasing fuel pressure.
