Suggestion:
Lemon law is USA and this is a UK question.
You have the protection of the UK consumer law when buying from any dealer. A dealer describing a car as trade, part ex to clear or sold as seen does not get them out of their obligations in law which will remain the same.
If the wiper stopped working after you bought the car, bearing in mind it is a very old car, then the dealer would ot be responsible. If it was not working when you bought it and you failed to find it on inspection then it is going to be your problem as there is no way to prove it has not just gone wrong today.
When buying a car of that age it must still be suitable for purpose but you have to know that at that age it is not unreasonable to expect little things like this to occur soon after purchase.
In a nutshell you will have to get it done yourself. It is not unusual for such an item not to be covered by a used car warranty.
