Suggestion:
Sounds like what you actually changed was the ignition lock cylinder, not the actual ignition switch, there is a difference. Not being THAT much up on the later generation Camaros, (mine is a '79) Most of the newer cars have a fuse block under the hood, There are fuses that control the start circuit, check those. If that doesn't do it, I would think a bad solenoid, but if you get the car to start by jumping over fuses under the dash (which honestly puzzles me) then that would rule out the solenoid. I don't believe they had fusible links on the starter wiring harness, I think they did away with those in the 3rd gen Camaros when they went to the under hood fuse block. The actual ignition switch is mounted on top of the steering column under the dash near the brake pedal, and is somewhat of a nuiscance to get to. All the key/lock cylinder does is push a steel rod down through the steering column and slide a plunger inside the actual ignition switch. Relatively cheap, probably less than $30, and may take about an hour to replace.
