Suggestion:
Well the guages on my 92 accord turn off (needles fall to zero) when I turn off the ignition. Even if the car is still rolling. AC lies, DC dies. Alternating current powered guages will stay at whatever reading they last displayed when power was removed. Direct current will drop to zero. I would look for maybe a fusible link problem at the starter (unlikely), or perhaps a bad ignition switch (hard to replace). May just be a fuse as well, some cars have them for the instrument clusters, and some don't.
