My Car Won't Start and I Have a Brand New Starter and Battery?

First off I have a 1998 Buick Park Avenue, the car will not start and I don't know why! I will list all the problems Im having to narrow down what might be wrong, please help!!

Well my car battery keeps dying when the car is off and it is a brand new battery, and now the car finally wont start, even with a jump. When I turn the key over without starting my car in the accessory position the lights and everything come on but when I turn the key to start the vehicle all power cuts out and the car doesnt turn over. I took the battery to autozone today and they said It was good and fully recharged it and my car still didnt start. I even tried jump starting the car and this did not work. I replaced both the battery and the starter in the last year. I thought the car might just have something drawing juice from the battery but, wouldnt it start with a jump then? Also, I believe the cables are fine because all the in-car lights, radio, clock and headlights turn on! Also this problem slowly began but when it was getting to its final day i would watch the electric gage in the car that showed the batttery voltage and as soon as i started the car the voltage of the battery would go from 11/12 volts to 13.8ish which means my alternator is correctly charging the car righrt?

Sorry this is really sloppy ive been messing with this all day and i have work early plus homework still, but could someone please help or give some suggestions, i just put 800 into a headgasket and cannot afford anymore pricy repairs, please help!!!!

It sounds to me like you have a bad connection between your battery and the starter. Check all your battery connections and your fuses. Try to get a new starter wire, they are not expensive. These problems are almost always wire related. There is also a chance that your starter relay has gone out. If you hear any clicking in the engine bay when you go to start it, then your relay is good. Its also possible that your ignition switch may have a fault in it. You will have to spend a little more time eliminating these items as the problem. I hope that you find it soon. Good luck to you.

Are you sure you have the correct battery? I Had a problem like this on the starter of my Olds Cutlass. It turned out to be that the starter gear could not engage in the teeth of the fly wheel.The reason is that
when the solenoid kicks the starter gear, pinion and the flywheel doesn/t have enough clearance that he sprocket simply cannot engage. Make sure the housing and the busing for the pinion gives enough clearances. You need to look at the old starter housing and check for height width and over all dimensions. Close enough is not good enough. If not you need to go back to auto zone. Make sure your solenoid is accurately wired. If you hear a clicking noise, it Ok. When you put in a new headgasket, did make sure that your timing chain sprockets are correct? Check with the Chilton's manual. The last resort, is to check the neutral safety switch.

Sounds like a number of issues ranging from the fuse relay, ignition, bad connection somewhere. Any check engine lights or anything come on?
