They do have them but I don't know how good they work. I think it would be hard to get a charger to put enough amperage into the battery to start a car.
I did some research and they have something for $20 that is a one time disposable battery that you plug into the cigarette lighter and start your car.
The big thing is being stranded on the side of the road is 99% of the time not a result of a dead battery.
I think it would be a waste of $20.
Last week, my boyfriend and I were eating at Sonic. We had the air and the radio on, we had left the lights on. When we went to start up the car, it wouldn't turn over. My boyfriend had one of these chargers, and we plugged it into the cigarette lighter. We waited 10 minutes, and then tried to start the car. It immediately started and we were on our way! This also provides a 12v DC power at a campsite (though we haven't tried this) and will recharge by plugging into your cigarette lighter while you are driving.
My mom got one of these a few years ago, and it's been a lifesaver!!

with todays technolige thay keep getting smaller and smaler and yes you can get a solor power charger that will charge your battier but is will not jump your dead battier so get a good battier and mantane your cars charging sestem you wont need the solor powerd charger any more
My daughter has a solar powered car battery charger which is quite small
