Is It Illegal to Customize a Car By?

Lowering the car to make it so that it almost touches the ground and to add smoked headlights? I'm in California by the way.

Suggestion:

smoked headlights are illegal. not sure about Cali's lowering laws though, but I'd advise getting airbag suspension to change the ride height so that you don't rip your bumper off when entering a parking lot or hitting a speed bump.
