Suggestion:
In general, there is nothing wrong with buying a 'used' car.
However, it's a minefield, so you have to do some homework.
I always check with Consumers' Digest. They have detailed breakdowns on all makes and models going back years.
I haven't checked, but I don't think this '90 New Yorker would be a good investment, UNLESS it has low mileage, maintenance records and is a a good price.
Also, very important…have a licensed mechanic inspect any used car before making an offer. Often, there can be problems that aren't readily visible. The vehicle could have been in an accident, e.g. and has a bent frame.
Having said that, some of the best advice I ever got was to buy good used Japanese cars, and I do.
Toyotas are outstanding.
