Is an Offer for $5200 for a $5900 Too Low for a Used Car Offer?

I am about to buy a used 2007 Ford Focus from a local car dealership and the current price is $5900.
I am thinking about lowballing the guy $4500 to start the negotiating and then paying absolute max of $5200.

Is that too low?

From a $5900 2007 ford focus, and given the fact the dealer said he wants to sell the car before January, is $5200 too low of an offer?

Suggestion:

Well they are trying to kill you with $5900. They need to make a profit. I just learned about this in Bus. Math and it depends what things are in the car and how much miles are on it. If it has over 45,000 dont spend 59 on it.

I would say like 5000 to 5500
